The rules and regulations are the main pillars using which the movement has survived for long and is still prevailing and doing a good job. Deregulation would mean all the major rules following which things were done are removed which would have created an unmanageable situation. There would have been no sync and measurement of individual jobs if deregulation was there hence it is always advisable for representation to be regulated.
As it was seen in Canada in 2014, deregulation created so many issues that the government was not able handle and lastly some amount of rules and regulations were made following which things were handled.
