Hard-core unemployed refers to those people who remain unemployed for a longer duration of time giving rise to the social problems such as poverty and other crimes in the community owing to the want of money for survival. Following are few of the challenges that managers may face when they hire the “Hard-core unemployed”:

·         With rapid technical advancement in the business processes, the relative want of Human resource have decreased. In such a scenario, one needs to be really very efficient in order to gain an employment. However, in case an employee has remained hard-core unemployed for a longer period of time, there could be high possibilities that his potentialities have not been tapped to the optimum level as yet. As a result, the challenge for the manager would be to identify the hidden talents of such employees and make them more worthy to the Organization.

·         In order to minimize the cost and maximize the profits, there is attempt made by the Managers to search for such “Hard-core unemployed” who could be best suited to the Organization other than the ones who are regularly availed in the industry with the background of being previously employed.

·         The manager needs to also look upon the professional and personal background of these workers as they are exposed to more risks in the Organization such as their work stability, education, skills and financial matter stability.

·         The managers have to highly rely upon the factor of competitive mobility that states that even with the availability of lesser resources, through efficient training in place, the hard-core unemployed workers could be made deserving in the Organization. Accordingly, the managers across various Organizations are in competition with each other on the basis of this factor of mobility.

·         There is a general assumption that these employees are not been exposed to the correct type of work culture or job profiles. However, the challenge for the manager would be yet, to materialize upon those experiences of these workers to refine their roles in the present.

Hence there are various challenges associated with hard-core unemployed workers but the managers who can deal with them efficiently can actually contribute to the strengthening of the Organization’s structure.
